BALOTRA, RAJASTHAN — A major fire broke out at the HPCL Rajasthan Refinery Ltd (HRRL) complex in Pachpadra on Monday afternoon, sending shockwaves through the region and leading to the immediate postponement of Prime Minister Narendra Modi’s high-profile visit scheduled for today, April 21st, 2026.

While emergency protocols successfully prevented any loss of life, the incident has raised significant questions regarding the safety readiness of India’s most ambitious energy project.

Chaos in the Crude Distillation Unit

The blaze was first reported at approximately 1:55 PM on Monday in the refinery’s Crude Distillation Unit (CDU) section. According to eyewitnesses and local authorities, thick plumes of black smoke were visible from several kilometers away, creating a sense of panic among the thousands of workers and residents in the surrounding Balotra district.

Preliminary investigations by Hindustan Petroleum Corporation Limited (HPCL) suggest that the fire was triggered by a hydrocarbon leak within the heat exchanger circuit.

Specifically, a failure in a valve flange is believed to have allowed volatile materials to escape and ignite under high pressure.

The refinery’s in-house fire suppression systems were activated instantly. However, given the intensity of the flames, local administration dispatched between 30 and 35 fire tenders from Balotra and neighboring regions to assist.

It took nearly two and a half hours of intensive firefighting to bring the situation under total control.

Official Response and High-Level Probes

In the immediate aftermath, HPCL issued a statement on social media to calm public fears. The company confirmed that the affected units were isolated and that the fire did not spread to other critical infrastructure.

“Prima facie, it appears that leakage of hydrocarbons through one of the valves/flanges in the heat exchanger circuit caused the fire. There is no loss of life or injury to any personnel,”

HPCL stated in an official update.

The Ministry of Petroleum and Natural Gas (MoPNG) has not taken the incident lightly. A high-level committee consisting of external technical specialists has been formed to conduct a

“root cause analysis”

and recommend urgent remedial measures.

On Tuesday, Rajasthan Chief Minister Bhajan Lal Sharma arrived at the site to inspect the damage firsthand. Accompanied by Chief Secretary V. Srinivas, the Chief Minister held a closed-door meeting with refinery officials and safety experts.

Postponement of the “Greenfield” Milestone

The timing of the fire is particularly stinging for the central government. Prime Minister Narendra Modi was set to arrive in Pachpadra today, April 21st, to dedicate the ₹79,459 crore project to the nation.

The Pachpadra refinery is celebrated as India’s first greenfield integrated refinery-cum-petrochemical complex, designed to produce Bharat Stage-VI (BS-VI) compliant fuels and various petrochemical feedstock.

Preparations for the inauguration were massive; reports indicate that catering arrangements had been made for over 200,000 attendees, with four tons of food already prepared before the order for postponement was issued.

“This is an unfortunate accident, especially occurring just a day before the PM was to dedicate this massive project to the nation,”

remarked former Chief Minister Ashok Gehlot, echoing the sentiments of many local leaders who have called for a time-bound, impartial inquiry.

Current Status and Safety Concerns

As of Tuesday afternoon, the refinery remains under restricted access. While HPCL maintains that the facility is “structurally safe,” security has been tightened, and all non-essential personnel have been evacuated from the CDU area.

The postponement of the inauguration has left the industrial community in Rajasthan waiting for a new timeline, though experts suggest that a full safety audit will be required before the Prime Minister returns.

The Pachpadra project has a long history, with its foundation stone originally laid in 2013 and a major relaunch by PM Modi in 2018.

While this fire represents a temporary setback for the Rajasthan Petroleum Sector, authorities emphasize that the quick response of the emergency teams prevented what could have been a catastrophic industrial disaster.
