The eighth pay commission fitment factor has become the single most-discussed number among India’s 50 lakh central government employees and pensioners.
With the commission’s recommendations expected to reshape salaries from January 2026, the stakes have never been higher.

Key Takeaways

  • – *Expected fitment factor ranges between 2.28 and 3.83 across analyst estimates*
  • – Minimum basic pay could jump to ₹69,000 per month
  • – DA has already hit 58% as of July 2025, adding pressure on the revision timeline

What Is the Fitment Factor and Why Does It Matter?

The eighth pay commission fitment factor is the multiplier applied to your current basic pay to arrive at the revised pay.
A higher factor means a bigger salary jump for every employee and pensioner.

For context, the 7th Pay Commission used a fitment factor of 2.57, which raised the minimum pay from ₹7,000 to ₹18,000.
The 8th CPC is expected to go significantly higher.

*Our analysis suggests the final number will likely settle between 2.57 and 2.86*, depending on fiscal capacity and inflation indexing.

How Is the Fitment Factor Calculated?

The eighth pay commission fitment factor is not arbitrary.
It is derived from three core inputs that the commission weighs together.

Input FactorWhat It Measures
Dearness Allowance AccumulationDA merged into basic pay before revision
Consumer Price Index (CPI) RiseInflation since last revision
Government Fiscal PositionBudgetary room for salary expenditure
Pay Ratio BenchmarkingMinimum vs. maximum pay gap

With DA now at 58%, a significant portion is expected to be merged into basic pay before the multiplier is applied.
This directly inflates the effective fitment factor benefit.

Pay Level Wise Expected Salary After 8th CPC

Pay LevelCurrent Basic PayFitment @ 2.57Fitment @ 2.86Fitment @ 3.83
Level 1₹18,000₹46,260₹51,480₹68,940
Level 6₹35,400₹90,978₹1,01,244₹1,35,582
Level 10₹56,100₹1,44,177₹1,60,446₹2,14,863
Level 13₹1,23,100₹3,16,367₹3,52,066₹4,71,473

These are projections only and will be confirmed once the commission submits its report.

What About Pensioners?

*Pensioners under both OPS and NPS are watching the eighth pay commission fitment factor closely.*
Under OPS, pension is calculated as 50% of the last drawn basic pay, meaning a higher fitment factor directly increases monthly pension.

NPS pensioners, however, face a different structure.
Their corpus-based payout does not automatically revise with the fitment factor, making their situation more complex.

We covered this in detail here: 8th Pay Commission Impact on NPS Pensioners

Timeline: When Will It Be Official?

MilestoneExpected Date
8th CPC ConstitutionJanuary 2025 (Done)
Commission Report SubmissionLate 2025 / Early 2026
Cabinet ApprovalMid 2026
Implementation (Effective From)January 2026 (Retrospective)

The government has not yet officially announced the fitment factor.
Until then, all figures circulating are analyst projections.

Bottom Line

The eighth pay commission fitment factor will define the financial future of crores of government employees and retirees.
*Whether it lands at 2.57 or pushes toward 3.83, the revision will be the largest salary overhaul since 2016.*
